Is there a good quality permanent marker, pen, paint or ink for fabric?

I want to create a fine fabric design on a fabric medium. I need to know what is the best tool to use to create my design, and what kind of fabric should I use? It must be permanent and washable. I create a set of napkins for Christmas gifts with a personal touch.

At Michaels or Hobby Lobby, you will find many pens and paints for fabrics.
